Committee Members Present: Wilfredo Ortiz (co-chair); Brian DiCrocco; Darnell Durio, Raymond Banks, Robert Oropeza; Walter Miller, Elyse Graham
Committee Members Absent: Kim Pickens (co-chair); Lara Sallee, Clarence Smelcer
Other Council Members Present: Randy Allgaier, George Simmons

Others Present: Pam (Redevelopment Agency)

1. Welcome & Introductions Co-Chair Ortiz called the meeting to order.

2. Review/Approve Agenda The agenda was reviewed and approved by consensus.

3. Review/Approve Minutes
Review and Approval of Minutes from July 13, 2005 deferred to the next Committee meeting scheduled for August 10, 2005

4. Announcements There were no announcements.

5. Public Comment There were no public comments.

6. HOPWA Loan Committee - VOTE
The Committee will nominate candidates and vote to forward names to the Full Council on July 25, 2005 for approval and vote as HOPWA Loan Committee representatives.
Current candidates include Brian DiCrocco and Laura Thomas.
CM Ortiz introduced the two current candidates, CM Thomas and CM DiCrocco.
CM Durio made a motion to accept CM Thomas and CM DiCrocco as the HOPWA Loan Committee representatives.
CM Simmons seconded.

Discussion on the motion:
CM Simmons commented that the HOPWA Loan Committee is an important par t of the Redevelopment Agency’s business, and the representatives must be able to read and comprehend a lot of documents and financial statements. He added that it is an important part of Council business.
CM DiCrocco called the question.
CM Banks nominated himself. He commented that he reads and writes well, and should be able to perform at a level necessary for the requirements of this position.
CM Allgaier made a point of order, and suggested that the candidates be discussed, including CM Banks who nominated himself.
CM DiCrocco moved to close nominations.
Nominations closed.

CM Ortiz announced that the votes would be by secret ballot.
Vote by secret ballot.
Council support tallied the votes:
CM DiCrocco and CM Thomas received the two highest numbers of votes.
CM Ortiz announced that CM DiCrocco and CM Thomas would be recommended to Full Council tonight asking that these two represent the Council on the HOPWA Loan Committee.

Public Comment on this Item- No public comment.

7. Adjourned CM Ortiz adjourned the meeting at 4:25.

Meeting minutes are considered to be in DRAFT form until reviewed and approved by Council attendees.
