Discuss any issues coming up at the different Committees, communication between Committee Co-chairs, and ensure linkage of Committee activities to the Full Council.

• Membership Committee: request for notification from Steering of actions or items specific to Membership; formal announcement of pending applicant interviews encouraging all Council Members to participate; Council Member renewals; Leave Requests approved.

• I&P Committee – Attendance concerns, no new co-chairs
• COA Committee – Upcoming Bayview Community Meeting – Nov. 9
• Planning Committee – Prioritization wrap up, and funding proposal discussed below



7. Proposal from Planning Committee - VOTE Group 5:45

Planning Committee will discuss the motion on the proposal regarding funding cuts greater than ten percent, and greater than 15%. Committee will also discuss approaching the City of San Francisco Board of Supervisors about being proactive in the event of a greater than 15% cut.

8. Discussion of Steering Committee Function/Purpose Statement Group 6:15

The Committee will continue to develop a policy on their function and purpose statement.

(This will be forwarded to the Infrastructure &Policy Committee in November).

9. Review Policies and Procedures - VOTE Group 6:30

The Committee will review the revised draft policies relevant to Steering Committee and VOTE for inclusion in the Council Policy & Procedure Manual:

• Membership of Steering Committee
• Council Decision Making Matrix
• Supervision of Director of Planning Council
• Development of Full Council Agenda

10. Review Council Meeting Agenda Group 6:50

Review and finalize next Council meeting agenda- October 24, 2005.

Note: Meeting Evaluation as standing agenda item. Discussion of distribution and drop-off.
VOTE on Comprehensive Plan Goals and brief discussion of outcome of Values Section of Plan
VOTE on Funding Scenarios greater than 10% and greater than 15%

The Planning Council has several standing Committees where Council business and creation of motions for full-Council action occur, and members of the public are urged to attend. Council procedures do not permit: 1) persons in the audience at Council meeting to vocally express support or opposition to statements by Council members or by other persons testifying, outside of public comment; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
