Discuss any issues coming up at the different Committees, communication between Committee Co-chairs, and ensure linkage of Committee activities to the Full Council.
• Update on Comprehensive Plan Working Group – Draft Plan to be presented to Full Council; review and approval of final meeting minutes.
• Membership Committee: announce applicants voted on for referral to Full Council; formal announcement of pending applicant interviews in December encouraging all Council Members to participate; Leave Requests approved.
• Evaluation Committee – Approval of Council Support Evaluation document
• I&P Committee – New co-chairs
• COA Committee – Report on Bayview Community Meeting; committee membership issues
• Planning Committee – Funding Scenarios strategy (discussed more below)


7. Recommendation from Planning Committee - VOTE Group 5:35

Planning Committee will discuss a recommendation to have that committee take the lead in developing and implementing a coordinated plan to approach the Mayor’s Office and the Board of Supervisors to have a greater awareness of the impact of future CARE funding cuts.

8. Discussion of Steering Committee Function/Purpose Statement Group 5:50

The Committee will review the draft policy on their function and purpose statement.
(This will be forwarded to the Infrastructure &Policy Committee in December).



9. Review Policies and Procedures - VOTE Group 5:55

The Committee will review the revised draft polices relevant to Steering Committee and VOTE for inclusion in the Council Policy & Procedure Manual:
• Supervision of Director of Planning Council
• Review policies and procedures from I&P for presentation to Council

10. Unfunds Policy – VOTE Group 6:05

The Committee will review the latest draft of the Unfunds Policy and VOTE whether to approve

11. Unfunds Allocation Status – Discussion – VOTE Group 6:15
The Committee will review and approve a recommendation from the AIDS Office for use of upcoming unfunds.
   
12. Council Work Plan Update and Annual Retreat Jack Newby 6:30
Council Director will present an update on the Council Work Plan and discuss plans for scheduling the annual retreat.
13. Review Council Meeting Agenda Group 6:40

• Review and finalize next Council meeting agenda- November 28, 2005.
• Reminder of November Meeting location change to Walden House


14. Next Meeting Date and Agenda Items Group 6:50

The next Steering Committee meeting is scheduled for December 13th, 2005. Notice that due to the change in date for Full Council meeting, Steering Committee meets from 5:45-7:45 p.m., immediately after Planning Committee.

The Planning Council has several standing Committees where Council business and creation of motions for full-Council action occur, and members of the public are urged to attend. Council procedures do not permit: 1) persons in the audience at Council meeting to vocally express support or opposition to statements by Council members or by other persons testifying, outside of public comment; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
