1. Call to Order and Working Lunch
The retreat commenced at noon with Jack Newby, Director, HIV Planning Council as facilitator.

Introductions were made and everyone introduced themselves.

Council Responsibilities
- Starts with Needs Assessment and Community fora;
- Then criteria is collected and forwarded with proposals;
- Applicants are requested to discuss potential barriers identified by clients;
- Evaluation is conducted at various points and all have a role in responsibility for identifying barriers.

Considerations
- Focus Group on increases and decreases of attendance
- Importance of who attends and not how many attend
- Council obligations for support?
- Council members should attend when possible;
- This is an opportunity for Council Members to learn the most when attending these events.
