1. Call to Order and Working Lunch
The retreat commenced at noon with Jack Newby, Director, HIV Planning Council as facilitator.

Introductions were made and everyone introduced themselves.

Council Responsibilities

• Starts with Needs Assessment and Community fora;
• Then criteria is collected and forwarded with proposals;
• Applicants are requested to discuss potential barriers identified by clients;
• Evaluation is conducted at various points and all have a role in responsibility for identifying barriers.

10. Agreement Regarding Goals and Purpose of Community Forums and Council Member Roles

Discussion of the outcome expectations of community forums for 2007:

Considerations

• Focus Group on increases and decreases of attendance
• Importance of who attends and not how many attend
• Council obligations for support?
  • Council members should attend when possible;
  • This is an opportunity for Council Members to learn the most when attending these events.

Analysis of Themes

• Community Outreach and Advocacy Committee and council staff responsibilities
• There should be a balance and these events should provide a safe space
• Marketing tasks and strategies

Discussion of purpose of the HIV/AIDS Czar position
