1. Introductions
The meeting was called to order at 3:45 p.m. by Mr. Newby and everyone introduced themselves.
2. Review/Approve Agenda
The agenda was reviewed and approved by consensus.
3. Announcements
Today was the last day for Susan Latham to serve the HIV Planning Council.
4. Public Comment
There was no public comment.
5. Elect Working Group Co-Chairs
CM Flores/Newell were nominated by CM Kleffner.
Action – Vote
Approved by consensus.
6. Review of Priority Group and Consultant Recommendations as Place to Proceed
Ms. Magee and Ms. Takada presented the conclusions and recommendations from the 2005 report.

Recommendations for Further Research
- Further examine the needs of an aging HIV+ population
- Further examine drug use and substance use services among women
- Collect more data from younger HIV+ population (under 29)
- Collect more data from the newly diagnosed population.
Process Recommendations for Future Needs Assessments
- Conduct a closer examination of variables that identify barriers to service utilization. Examine medical use of marijuana.
- Further develop Prevention with Positives questions.
- Re-examine the goals of the provider survey and find ways to simplify the tool or incentivize responses.
- Continue to include consumers in the planning, development, and implementation of the Needs Assessment.
- Discuss and explore sampling stratification strategies within each county prior to recruitment.
7. Membership of Needs Assessment Working Group
At this time, Membership will include all members of the HIV Services Planning Council who attend. An announcement will be made at the Full Council meeting on February 26 th to invite Council Member participation.
8. Inclusion of San Mateo and Marin Counties into the Project
The group discussed the inclusion of San Mateo and Marin Counties into the EMA (Eligible Metropolitan Area) Needs Assessment Project.
Focus groups are topic based and recruitment will be EMA-wide.
It will be part of the recommendation to include San Mateo and Marin counties.
Part of the plan will be to include all three counties in EMA.
9. Development of Needs Assessment Timeline
Presentation schedule is for March 2007.
